In the ashes of looted institutions and a betrayed people, the South Sudan Federal Democratic Alliance (SSFDA) rises not to replace one corrupt regime with another—but to end the kleptocratic state once and for all.
We declare this Anti-Kleptocracy Doctrine as our public, enforceable, and globally verifiable commitment to integrity in governance, justice in economics, and transparency in nation-building.

🔍 Full Access Guarantee – International Inspection Welcome
The SSFDA hereby invites The Sentry, and all legitimate international financial oversight institutions—including the IMF, World Bank, European Union, African Union Anti-Corruption Body, United Nations financial arms, and other diplomatic and donor agencies—to inspect, audit, and assess any and all of our structures, agreements, and financial mechanisms.
We operate as a movement of transparency, not secrecy.
Our guarantee includes:
Open access to party and government budgets.
Public disclosure of extractive industry contracts.
Biometric payroll systems for all security and civil service staff.
Voluntary asset declarations by all top SSFDA officials.
Real-time financial dashboards for national revenue flows.
⚠️ Why This Doctrine Is Necessary
The SSFDA recognizes the findings of The Sentry and other accountability networks. We will not replicate the entrenched systems of:
Disguised ownership of assets and companies
Extractive industry corruption
Security sector looting
Offshore laundering of public wealth
State capture by elite networks
Crimes against humanity as a tool for wealth extraction
We name these crimes—and we vow to build mechanisms to make them impossible within any SSFDA-led system.

The People’s Charter for Federal Democracy in South Sudan, which enshrines transparency, equity, and civilian supremacy.
The De-Kleptocratization Roadmap, our operational plan to dismantle the kleptocratic machinery and rebuild state trust.
💡 Implementation Already Underway
As outlined in our transition roadmap, the following actions are non-negotiable during SSFDA’s first 100 days in national leadership:
Freeze assets of the top 200 known kleptocrats.
Launch a War Crimes and Corruption Tribunal with AU and ICC oversight.
Disband and audit the Presidential Guard and patronage army.
Transition all revenue (oil, customs, taxes) into a national treasury with public access.
Launch an Anti-Corruption Portal for whistleblowers with legal protection.
These will be not just promises, but public benchmarks.

We call on:
The Sentry, Global Witness, OCCRP, and other forensic watchdogs to monitor us.
The IMF and World Bank to offer technical verification, not just funding.
The AU, IGAD, EU, and all diplomatic partners to treat transparency as a core peace condition.
Donor agencies and INGOs to refuse any future deals with hidden ownership, unclear governance, or war-linked profiteers.

The SSFDA will not hide behind bureaucracy or blame. If we fail to uphold this doctrine, we ask the South Sudanese people and the world to hold us accountable.
